Abstract
The thesis entitled “Application Design for Monitoring and Evaluation of Urban Vulnerability to Climate Change in the Wayuú Slum (AWUCHI). Case Study: Invasión Antiguo Aeropuerto - Uribia”, arises from the author’s interest in questioning how sustainable development and the application of intelligent tools for urban planning and environmental risk management, can influence processes of improvement of the slums, integrating at the same time, the urban, economic, social and environmental aspects. The aim is to make contributions that can be useful in decision making and the elaboration of urban planning policies that are within natural limits and that take into account the effects of the occurrence of socio-natural disasters based on the estimation of said vulnerability. The informal Wayuú habitat, which is the product of acculturation processes, forced displacements, among others, is particularly vulnerable to the occurrence of socio-natural disasters due to its social and economic condition, illegal occupation and housing in precarious and life-threatening environments; but mainly, because of its inaccessibility to basic household services that tend to decrease the risk of socio-natural disasters and increase the degree of resilience in the territories. Paradoxically, technological development has played a leading role in the invention of tools capable of estimating the degree of vulnerability to climate change, as well as its important contribution to the automation of urban planning processes around climate risks. However, access to these technologies is almost non-existent in the most precarious areas made up of ethnic groups, limiting self-management both at the community level and at the government level in favor of adaptation and integral habitat improvement. From this identified problem, the author undertakes the process to develop a tool (intelligent application) of monitoring and evaluation of urban vulnerability to climate change, which can be implemented in slums through the application of indicators that allow to give an account of the current state of these affectations in the territory, integrating the potential of Tics with Geographic Information Systems aimed at the field of urban planning, benefiting the strengthening of community and government management.
