According to the studies carried out by Orozco Gallo (2015) it is states that "knowledge about investment in health programs and projects helps public policy makers to plan improvements in the health sector; by means of the implementation of fundamental strategies for human well-being”. At the same time, there are economic, political and social aspects that determine the equity in the health of the population that have traditionally been outside the scope of action Of the health. The foregoing is complemented by what is described by the Pan American Organization of Health (PAHO) (2020, p15) where it is defined that: The socioeconomic and political changes in the country lead to the appearance of new highly prevalent public health problems and associated costs, which increasingly require that health systems are better prepared to respond to the challenges raised by the increase in high-cost diseases and their determinants (Pan American Health Organization, 2020). That is why among the studies carried out by the World Health Organization (WHO) on health spending, it was possible to identify that among the factors that increase this item fiscal is the "non-identification of the costs of treatment" and prevention of diseases, leading to inequity in access to health services, making it necessary to analyze carefully, the distribution of resources from the General Royalty System twenty for public investment in the health sector. (WHO, 2010) This allocation of resources directed to the health sector plays an important role in the Royalty distribution system that, according to the Congress of the Republic, (2001): As of Legislative Act 5 of July 18, 2011, implemented by the government Colombian under the title of General System of Regalías (SGR), which talks about the distribution and destination of income from the exploitation of resources non-renewable natural,through the conditions of participation of the municipalities beneficiaries (Colombian Congress, 2011). What has been previously described is complemented by what was studied by Collazos, Cárdenas and González (2002, p.4) who affirm that these resources play a determining role in the quality of health services and their cost, which is why it is necessary to permanently search of the best relationship between the resources used and the results obtained, focused on the compliance with an efficient health service, with equity and quality (Cosme & Cárdenas, 1999). For these reasons, it is proposed to carry out this research with the purpose of objectively analyze the distribution of royalties directed to the health sector in the department of Santander, in order to know the amount of investment in health at the national level departmental and municipal and if these resources are distributed equitably between the period 2011-2021, observing these results from a descriptive observational perspective. In Colombia, the studies that report the presence of signs and symptoms of TMD are few and the last report of the ENSAB on the state of the temporomandibular joint (TMJ) is in the ENSAB III and this study was carried out in 15 year olds.
