Abstract
The cities have evolved and continue to grow considerably both in terms of territory and population, therefore, they are the largest transformed environment that exists in the world, but also causing severe social, urban and environmental impacts. That is why today it is inescapable to take into account the effects that the proposed urban models have generated and can generate; thus urban planning in its search for alternatives to the different problems that affect cities, raises new forms and possibilities regarding the usual ways of making and understanding architecture; starting from the restructuring of the public space together with the revitalization of the environmental system to the urban fabric.
This is the case of the city of Neiva, which, through an analysis and diagnosis, allowed how its development has been in recent years, achieving evidence of the main urban, environmental, cultural and social effects that this transformation of the city has brought, with In order to provide new solutions that in the future allow to improve the quality of life conditions, that is why considering the urban reality and current development, an intervention is proposed that allows to contribute to the growth of the city in a strategic and inclusive way, seeking establish a new centrality through the use of the urban and landscape offer of the east of the city, projecting spaces for coexistence, consolidating a new cultural and environmental axis based on the public space and environmental system as the main articulators of the city.
