Abstract
Participatory democracy has been established in Latin America and the world as a
model of collective construction between citizens, State entities and private companies, in
such a way that, together, collective governance is generated. State policies in much of
Latin America, and now in Colombia, have been generated from the communities and
territories towards the national government. Therefore, through social dialogues,
concertation and agreements generate better public policies.
