Abstract
This research focused on establishing the vulnerability to flood risk in the Soacha River (Cundinamarca), for this the communes of Soacha central, Despensa, Ciudad Verde were selected. To assess vulnerability, methodologies such as THE METHODOLOGICAL GUIDE FOR THE PREPARATION OF DEPARTMENTAL RISK MANAGEMENT PLANS (UNGRD, 2012) were used, establishing the different types of vulnerability for their quantification and METHODOLOGICAL GUIDE FOR THE PREPARATION OF FLOOD MAPS (IDEAM, 2017) through statistical analysis of historical flow information or through flows obtained from hydrometeorological models that depend on precipitation and runoff. By applying a one-dimensional HEC-RAS model for the simulation of hydraulic behavior. Based on field measurements carried out in October 2020 and hydrometric records of flow and level at the San Jorge station in the periods 1989 to 2003; The results obtained show the effectiveness of the methodologies used, generating a flood risk map with identifiable areas of high, medium and low risk, an index of characterization of vulnerability of the study areas. Recent civil constructions in inadequate areas, deficient urban planning, ignorance of emergency plans and the weak capacity of the population, are factors that influenced the high vulnerability, which reached 59.75% and an average vulnerability value of 40.75 %. Likewise, social, organizational and economic vulnerabilities resulted in a high risk, a difference in physical vulnerability generated medium risk results given that communities are investing in better materials and construction methods.
