(Universidad Antonio Nariño) Saldarriaga Molina, Bryan; Rozo Parra, Natalia
Ischemic coronary disease is a public health problem due to its high prevalence, which is directly related to the increase in the longevity of populations and the high rate of associated morbidity and mortality. It has been the leading cause of death in the last ten years, both globally and in Colombia, mainly in the municipality of Pacora in the department of Caldas. Most of the population in this municipality is adults and elderly, who are more susceptible to suffering from preventable chronic diseases such as ischemic disease. The main economic impact is due to emergency consults, chronic medication consumption, and prolonged hospitalizations. Regarding the high cardiovascular risk that the municipality of Pacora presents, since it had the highest mortality rate for this disease in the department, it is of vital importance to determine the factors associated with the increase in hospital costs secondary to the care of ischemic disease in the municipal health institution. We aim to generate valuable information to properly managing resources and decision-making in preventive health programs and public health interventions.

Given the COVID-19 pandemic, the Colombian government, as in most countries, had a set of health measures and changes in daily routine at the economic, social and political levels in order to control the rapid spread of the virus. These restrictions triggered a major economic recession worldwide, for example, the collapse of the Gross Domestic Product (GDP) has been one of the main consequences, which led to a drop in economic growth. Additionally, the pandemic generated consequences in the population, which led to an increase in deaths and, in turn, to an increase in the mortality rate at the national and departmental levels. Under this scenario, it is necessary to know the socioeconomic situation in terms of the current health crisis, specifically for Tolima, because although there is information worldwide, from Latin America and Colombia, there are few regional studies that relate the consequences of the same in the economic sectors of the department, the evolution of the virus and the severity in people's health. Therefore, the objective of this document is to analyze the socioeconomic situation before and after the pandemic and the impact of the mandatory isolation measures to prevent the spread of COVID-19 in the department of Tolima during the period 2010-2020. A descriptive mixed-type research was developed in which a review of secondary sources of information was carried out for three variables: unemployment rate, GDP and mortality rate, with which the simple linear regression analysis was carried out using the Excel program software. When comparing the unemployment rate of the region with the data at the national level, it is observed that the department shows higher values, it is worth noting that Ibagué (capital of Tolima, which concentrates a large percentage of the inhabitants of the territory), according to Hernández Rodríguez (2020), since 2000 it has presented high rates of unemployment, underemployment and informality, even above the national average. Through the linear regression model, it was possible to establish the possible determinants of COVID-19 against the unemployment rate and GDP for the department of Tolima, where based on the studies by McKibbin and Fernando (2020), the incidence of COVID-19 for its mortality rate was low to medium. There was a greater relationship between the mortality rate and unemployment, which can translate into greater informality in the trades. The economic structure of the department is based on the agricultural sector, but unemployment in the different sectors and this one in particular has been gradually reduced in the last ten years, so the incidence of the pandemic does not change the trend, and even does not reach the lower historical values.

Investment and spending on health are one of the most studied elements within the national budget system. According to the studies carried out by Orozco Gallo (2015) it is states that "knowledge about investment in health programs and projects helps public policy makers to plan improvements in the health sector; by means of the implementation of fundamental strategies for human well-being”. At the same time, there are economic, political and social aspects that determine the equity in the health of the population that have traditionally been outside the scope of action Of the health. The foregoing is complemented by what is described by the Pan American Organization of Health (PAHO) (2020, p15) where it is defined that: The socioeconomic and political changes in the country lead to the appearance of new highly prevalent public health problems and associated costs, which increasingly require that health systems are better prepared to respond to the challenges raised by the increase in high-cost diseases and their determinants (Pan American Health Organization, 2020). That is why among the studies carried out by the World Health Organization (WHO) on health spending, it was possible to identify that among the factors that increase this item fiscal is the "non-identification of the costs of treatment" and prevention of diseases, leading to inequity in access to health services, making it necessary to analyze carefully, the distribution of resources from the General Royalty System twenty for public investment in the health sector. (WHO, 2010) This allocation of resources directed to the health sector plays an important role in the Royalty distribution system that, according to the Congress of the Republic, (2001): As of Legislative Act 5 of July 18, 2011, implemented by the government Colombian under the title of General System of Regalías (SGR), which talks about the distribution and destination of income from the exploitation of resources non-renewable natural, through the conditions of participation of the municipalities beneficiaries (Colombian Congress, 2011). What has been previously described is complemented by what was studied by Collazos, Cárdenas and González (2002, p.4) who affirm that these resources play a determining role in the quality of health services and their cost, which is why it is necessary to permanently search of the best relationship between the resources used and the results obtained, focused on the compliance with an efficient health service, with equity and quality (Cosme & Cárdenas, 1999). For these reasons, it is proposed to carry out this research with the purpose of objectively analyze the distribution of royalties directed to the health sector in the department of Santander, in order to know the amount of investment in health at the national level departmental and municipal and if these resources are distributed equitably between the period 2011-2021, observing these results from a descriptive observational perspective. Serving as an aid to new researchers in the field of health economics as a starting point starting point for field studies that seek to measure the impact of the investment of these resources twenty-one in the health sector.

(Universidad Antonio Nariño) Eraso Bucheli, Edwin André; Bernal Bellón, José Reyes; Segura, Omar Dario
This research seeks to delve into issues related to the financing of mental health and the health results obtained with the financial resources used, in terms of progress and compliance with the goals defined for the components of promotion, prevention and comprehensive care for the mental problems and disorders of the Colombian population between 2016 and 2019. To do this, a search of the scientific literature was carried out in different databases such as PubMed, Redalyc, Google Scholar, Scielo, among others, from which advanced documentary research, comparison and classification of bibliographic references, as well as the integration of sources and organization of evidence in thematic sections that collected everything related to the proposed topic and finally the quantitative results were presented with their respective analysis and reflections on the information in the thematic sections. It is concluded that in the analyzed period there was not a complete execution or the most efficient management of the allocated financial resources and neither were the results in mental health planned by the health authorities to guarantee the effective enjoyment of this right to the Colombian population, for which some recommendations are made for the main actors involved in the problem treated.

Death caused by preventable conditions is avoidable. If diseases are controlled, death can be postponed, which is why health and economic policies seek to intervene in those factors that increase the risk of death. Health spending on disease prevention has a direct and indirect impact on the quality and length of life of current and future populations. The effectiveness of preventive and clinical interventions can be easily measured in terms of improved health status and reduced deaths.

This degree work makes a cost benefit analysis of the contract under the capita modality in the RCV-DM program in a Primary IPS in Huila, 2019. It seeks to describe the cost structure and the contracting modality of the program, determine the cost- efficiency of the same and propose alternatives for changes to the EAPB. The methodology has a quantitative, descriptive, retrospective research approach with cost-benefit microeconomic analysis to the Cardiovascular Risk program. The primary source of information was the RIPS and technical note of the program for this provider. As a result, it is identified that the contract under the capita modality is not necessarily an efficient mechanism to control the cost for this diagnosis, because by not achieving clinical goals of the users, they lead to complications of the pathology that end up in a complementary network consuming the cost per claim

In the present work, inflation in the health area of Colombia was estimated, analyzed and compared based on the reports of SISMED Versus the inflation-health measured by DANE; For this, the sales prices, commercial and institutional channels reported and published in the Observatorio de precios de medicamentos for the years 2018, 2019, 2020 and 2021 were used, in order to show the disparity between the measurement methodologies with respect to the reality of the consumption of medicines, technologies and health services. The results show that there is a difference between both methods, in addition, the information reported in SISMED is not included by DANE for the measurement of inflation-health; In addition to the above, there is currently no information medium that compiles the reports of sales prices of pharmaceutical technology or health services in drugstores, dental centers and aesthetic surgical centers, which are consumed by patients with direct payments from their pocket.

The different communication technologies have helped the whole world to overcome adverse situations in various ways and have entered with force, in the difficult situation that we are currently going through; the current presence of COVID 19. As a result of the current pandemic, the different companies have had to carry out a series of adjustments, in order to comply with the standards established by the health system. Nowadays, thanks to the help of teleconsultation, we can provide care at a distance, either for contagion prevention reasons or because the same modernization in health requires offering other forms of care to users.
