Abstract
The research was born from observing a cultural, planning, cultural-environmental interest
disarticulation and the waste of the sectorial potential of the different municipalities and zones at
national level; in this specific case in the Department of Huila, where a great economic potential is
observed coming from tourism, an opportunity that has not been consolidated in any way thanks
to the lack of interest and priority on the part of the inhabitant population and of the assigned
resources, deficient development programs and deficit of instruments for the economic
development at national, departmental and municipal level. It is proposed to carry out how
architecture can intervene in this type of municipalities and "sector type" with elements that provide
this sector for an improvement of development based on its strengths and opportunities in culture
and tourism based on the characteristic roots of the sector to intervene. This leads to the question:
How does the lack of interest and abandonment of heritage limit cultural, tourism and economic
development in the department of Huila? In this way, a planning instrument will be developed that
will function as a mandatory basis for the creation of land use regulations where municipalities will
replicate the instrument and can guide their regulations, their management plans and guide the
region towards a tourist / cultural potential based on their zonal potentialities, which aims to
develop tourism as an engine and guardian of heritage, enhancing cultural appropriation and
sectoral economy.
